イラクにおける軍事衝突に関して、JVCは国際NGOと連名でプレスリリースを出しました。以下に全文を掲載します。また、CNNで報道されました（こちらをご覧ください）。

私たち、下記署名の人道支援団体は、米軍とイラク軍によりファルージャ、ラマディ、その他のアンバール州に加えられている大規模攻撃の渦中にある数千もの民間人の安全を懸念しています。

逃げることができず、ファルージャ市内に釘付けになっている人々の数は不明です。現場の援助団体の職員は20万人以上の人々が、避難場所と保護を求めてファルージャから隣接する地域に逃れて来ていると推計しています。移動を余儀なくされた人々は、飲料水と食料が不足、避難施設も（民間の個人宅でも、公共の建物でも）過密状態にあります。保健医療施設は人材の不足と医薬品の不足に直面しています。

多国籍軍とイラク軍による暴力の激化は、未曾有の民間人の犠牲者を既に生み出すに至っており、NGOの報告はこの作戦が治安状況を大幅に改善することには失敗したことを示しています。

「多数の一般人が最新の攻撃が始まる前にファルージャから避難することが出来た一方で、まだ数千もの民間人がそこにいる。」とファルージャを拠点に活動する援助職員は証言しています。「この戦場に生き残っている民間人の保護が緊急に必要とされている。子どもたちや女性は日常生活を脅かされており、全ての物が停滞を余儀なくされている。これらの衝突の只中に置かれた民間人を守るべく国際社会は行動を起こすべきだ。」

60日間の国家非常事態の宣言と、ファルージャへの軍事攻撃の承認は、イラク政府が、国連安全保障理事会決議1546号を適用するに適切な環境を保障するといった法的義務を果たすことに失敗したことを示しています。

私たちNGOは米国とイラク暫定政府に対して適用するべき国際的な人権と人道法を最大限に尊重することを要求します。それと共に、慣習法の適切な法支配を認め、民間人を軍事作戦によってもたらされる影響から保護することも要求します。同様の要求はファルージャの武装グループの指導者たちや、軍事衝突に加わる他のいかなる抵抗勢力に対しても表明されます。

私たちNGOは、いかなる場所においても必要とされる援助を差し伸べることは道徳的な義務と考え、国際社会が、ジュネーブ協定に従って、独立と公平の原則の下、いかなる有害な差別をも排し人道支援を供与するのに必要な条件を可及的速やかに作り出すために介入することを求めます。加えて、軍事衝突の最中に取り残されている民間人の脱出路を提供するために、早急に人道のための回廊が設けられるべきです。

Press statement

The undersigned humanitarian organisations are concerned for the safety of thousands of civilians caught up in the major offensive being launched by the US and Iraqi troops against Fallujah, Ramadi and other areas of the Al-Anbar Governorate.

The actual number of people trapped in Fallujah is unknown. Aid workers on the ground have assessed that more then 200,000 people have fled Fallujah, seeking shelter and protection in the neighbouring area. Those displaced communities lack drinkable water and food; the available shelters (private or public buildings) are overcrowded. Health facilities are facing difficulties for lack of personnel and shortage of drugs.

The escalation of violence by the MNF and the Iraqi army has already resulted in an unknown number of civilian casualties and NGOs reports show that this operation has failed to significantly alter the prevailing security situation.

“While many ordinary people were able to escape Fallujah before the latest attack started, there are still many thousands of civilians here” - said an aid worker based in Fallujah - “There is an urgent need for the protection of civilians living in this battle-ground. Children and women are too frightened to go about their every-day life - everything has ground to a halt. We need to see the international community take action to protect the civilian people who have been caught up in the middle of this conflict.”

The declaration of the state-of-emergency for 60 days and the authorization given to the military attack against Fallujah indicate the failure of the Iraqi Government to fulfill its legal obligations to guarantee an appropriate environment for the implementation of resolution 1546 of the UN Security Council.

The NGOs call on the US and the Iraqi Interim Government to fully respect the applicable international human rights and humanitarian law, as well as the pertinent rules of customary law, and to protect the civilian population from the consequences of military operations. The same requests are addressed to the leadership of the armed groups in Fallujah and to any other insurgent involved in the military confrontation.

The NGOs, recognizing the moral obligation to provide relief wherever it is needed urge the international community to intervene in order to create as soon as possible the necessary conditions for the delivery of humanitarian assistance under the principles of independence and impartiality and without any adverse discrimination, as stated by the Geneva Conventions. In addition, a humanitarian corridor should be created immediately to serve as an exit route for civilians trapped in the conflict zone.
